Reconstruction Plan

Lincoln announced the Reconstruction Plan Dec. 1863. Lincoln wanted to restore the union after the war. He granted all who took oath were loyal to the United States. Only 1/10 of the voters took oath within a particular state. The state would launch a new Government to the congress. The reconstruction plan was not acceptable to the congress. Civil government was set up in Texas. After that every state banished slavery, and canceled the acts. President Lincolns Plan aroused an Opposition of the radicals in congress. Congress refused to seat the Representative elected from these states Louisiana, Arkansas, Tennessee, and Virginia. When Lincoln was assassination happened the President and the congress were at a stalemate.
