A child’s first introduction to the public system commonly starts in preschool. Preschool programs are generally abundant and range from public to private, half day or full day, or, in-home programs taught by daycare providers. The issue with preschool programs is that they are expensive and not seen as a necessity to those who can not afford them. To bridge the gap for disadvantaged children, president Lyndon B. Johnson created the Head Start preschool program in 1965. It was designed to help “meet their emotional, social, health, nutritional and psychological needs” (“History of Head Start”). The program is now currently being ran by the Department of Health and Human Services. The main goal remains to prepare children ages birth to five of low incomes for kindergarten and beyond. IEPs or Individual Education Plans are documents written by the collaboration of parents and educators to address a child's unique needs. Anytime a child requires special education instruction, an IEP must be put in place. There is a meeting held at the initial writing that consists of the child’s parents or guardians, therapists, and educators. Attainable goals are written based off the skills the child is currently showing deficits in. These goals are fluid, and can be changed at anytime if a child progresses beyond them, or if they are too difficult. The IEP also outlines any special accommodations a child may need, such as wheelchair assistance or an in class aide. Once the IEP is drafted, the school district will coordinate the proper persons needed to help the child obtain those goals.
