In Gigantic State University, the MPA program is one of the many graduate programs going through national accreditation done by NASPAA who is the MPA program accreditation body. The program is required to measure five student learning outcomes in order to maintain accreditation. Also, the program must show a plan that will measure each of the assessments on-going basis. The purpose of this research evaluation is to show how the MPA program in going to measure the first student learning outcome, which is to lead and manage in public governance. The principle course that will use to measure this outcome is MPA 6200 Leadership and Ethics that consist of a new and old sections. For this research evaluation, it will propose the following question that will help answer how well the new version of the course helps prepare students to lead and manage. Does the new MPA 6200 Leadership and Ethics course better prepares students to lead and manage as compared to the older course? In this research question, it consist of both an independent and dependent variables. The independent variable in this question is the type of courses. This particular independent variable has two conditions that refer to the new and old course. Hence, type of courses is defined as the two type of MPA 6200 Leadership and Ethics courses, which consist of the new and old courses that the program is offering. In regards in how this variable will be measured, it is by using the two different versions of MPA 6200 Leadership and Ethics. One type of course will be the old course which is the control group. There will be two sections of the old course consisting of 30 students per section (total of 60 students). The next type course that will be used to measured is the new MPA 6200 Leadership and Ethics course, and it is the treatment group because it is the course that will apply the case studies. Like the old course, it will consist of two sections consisting of 30 students per course (total of 60 students). The next variable that this research question has is a dependent variable, which is the outcome. The term outcome is defined as to lead and manage. Particularly, this term is defined as the way students are learning specific program standards and referring to the first student learning outcome. The way this dependent
