A review of the handheld footage depicted Captain Arias opening up the camera footage for an extraction to escort Brown to the Seg. Intake. Brown successfully completed his Punitive Segregation time and refused to leave his cell # 6 upon release. Brown impeded the facility to transfer him to Manhattan Detention Center (MDC). Captain Arias read the Extraction Narrative. The extraction team donned their gas masks and entered the housing area. Captain Arias gave orders to Brown and he did not comply. Captain Arias also warned inmate Brown to utilize and presented the Electronic Immobilization Shield (EIS). Inmate Brown continued refusing to comply. The team prepared to enter inmate Brown’s cell. Captain Area then with his right arm made gesture and the cell door began to open. Inmate Brown’s cell door opened and the shield officer goes in first and the remainder of the extraction team followed behind. When the team began enter the cell, the cell light was off, however, the cell light was then immediately turned on. In the handheld footage was observed the Shield Officer Exantus standing on the side of the cell and the shield was not utilized due to inmate Brown can be seen underneath of the cell bed. The team began to struggle to pull inmate Brown from underneath of the bed, Captain Arias entered the cell and assisted the officers. The team was able to take control of the inmate Brown’s leg first and applied legs irons. Captain Arias can be heard giving orders to inmate Brown to get out from underneath of the bed. Inmate Brown wrapped his legs around the bed frame refusing to exit from underneath of the bed. Inmate Brown can be heard stating “I can’t come out because of the leg irons”.
