The purpose of this document is to that you have a good topic idea for the final proposal. The aim is NOT to write the final proposal to me, just to get approval. You want to reassure me that you have the ideas and the resources to make your case to the audience of the proposal (the decision maker or gatekeeper).

1) What is the problem you are going to solve? Why is it necessary? Is there something else I would need to know to understand in order to judge exigence and strategy?

Last semester my last class would finish by 8:00 PM and by the time I would head to car to go home the parking lot was fairly dark. I could not help it but fear for my safety since we all receive emergency alert texts or emails every time a security incident occurs such as armed robbery, theft, or even sexual assault. For this reason I find the lack of proper lighting around campus parking lots a huge issue. I believe that by having better lighting on campus and around campus could possible reduce the certain types of crimes. Therefore, I propose to conduct a research on why the University of Maryland should improve the lighting on and off campus, and how that can actually be done taking into account the university budget.
