MKUltra was a government mind control experiment carried out by the CIA to compete with Russian and Korean mind control studies (Rappoport 58). The study started in 1956, under President Dwight Eisenhower and was officially stopped in 1973 under President Richard Nixon. The program studied the use of drugs, torture, alcohol, and other physiological warfare techniques on children and adults.The CIA committed atrocities under the MKUltra banner to make the best agents on earth.
Sidney Gottlieb was head of Project MKUltra, but there were many sub projects connected to it. An agent named Morse Allan was appointed head of Project Bluebird, the division that dealt with women (Rappoport 56). A man named George white set up experiments in a San Francisco brothel, and doped drinks.. A man known only as Dr. Green ran the radiation side of Project Bluebird. Many names are mentioned in the CIA files, several names have been blacked out to, presumably guard the names of high ranking officials in on it. Admiral Stansfield M. Turner is quoted saying that the study “included 44 colleges or universities as well as hospitals, prisons, and pharmaceutical companies” (Horrock 2). Admiral Stansfield M. turner was the director of the CIA for most of the 1970s He also told senators in his 1977 meeting, that the CIA started behavior control testing on humans at around 80 institutions. In 1966 the CIA instituted the freedom of information act, which gives any american citizen the right to obtain federal records from any government agency.
