Griffith Blvd. Ofc Lanting observed a silver Jeep traveling eastbound on River
Rd and approaching the three way stop at the aforementioned intersection. Ofc
Lanting observed the Jeep was traveling at such a high rate of speed that it had to lock its' brakes and coming to a skidding stop. The driver did not have an activated turn signal when he stopped, and then activated an intention of a right hand turn, then turned right onto southbound N Griffith Blvd. Ofc Lanting was able to safely turn around and effect a traffic stop at the intersection of
Woodlawn & N Griffith Blvd.

The silver Jeep was found to be a rented vehicle by Yolondas
Green, and Trice stated she was in Georgia. Trice appeared incredibly nervous, was sweating profusely from his forehead, crying, and his hands were visibly shaking. Ofc Lanting detected an odor of marijuana known to him through training and experience.

Officers located a small clear baggie with a greenish brown plantlike substance that was subsequently field tested positive as marijuana.
Officers also located during inventory, a red bag containing blank, un-printed payroll checks. Through training and experience, Ofc Lanting knew such checks to be in a rental vehicle, inside a random bag, is commonly associated with fraudulent activities, he took control of the bag.
