In 1797 new ships were being built for the U.S navy because there were lots of pirates attacking ships and imprisoning sailors. So the United states built six that were small because they didn’t have a lot of money. The constitution had 22 cannons on each side and was about 175 feet long and 45 feet wide. The constitution also had a white stripe so other ships could tell if it was friendly or not. The people who usually said it was necessary for a navy were the people that lived by the ocean. Also the people that had their families robbed by pirates or killed. The people who disagreed and didn't want a navy were the people who lived in the south.They were usually farmers with not that much money trying to live and make their families lives better. They had no oceans and they don't have pirates trying to rob them and they said it's not our problem. They still had to pay taxes to build the ships even though it was not there problem they were unhappy with the taxes they needed to
