The PPBE process is complicated related with the budget and part of the fourth phase of the force development process. In addition, the PPBE main goal is to justify and obtain financial and manpower resources to accomplish Army missions according to the national military strategy. The PPBE covers planning which corresponds with OSD and joint strategic plans. The programing converts plans into detailed allocation of the resources including funds. The budgeting part of PPBE process conveys resource requirements into manpower and money. Finally, the execution phase allocates and distributes funds.
