On 5/2/2018, I was dispatched and responded to 6670 Ridge Road (Family Dollar) reference to a retail theft. Prior to arrival I was advised that a Hispanic male subject was observed by business management concealing merchandise into a backpack. Assisting Officer D. Howard arrived on scene prior to my arrival at which time he advised a Hispanic male subject fled from his lawful order to stop and dropped a black backpack containing the store merchandise. This defendant was last observed running northbound towards the Wind tree apartment complex.

Officer Howard, Chief Decanio, Captain Koch, Officer Stefanaski, and I searched this area for the suspect with negative results. I was later advised by Officer Howard that he observed the defendant …show more content…
The complainant stated that on 5/1/2018 this same subject was observed in the business and committed a retail theft and fled on foot. The complainant advised that he recognized the defendant because he also committed a retail theft approximately 1 year ago and “always runs”. The complainant advised he watched the defendant remove a black backpack from his waistband and conceal Tide laundry detergent into it. Additionally the complainant stated that the suspect concealed a portable battery charger into his shirt. The complainant advised he called the police while the defendant was still in the store, however as soon as he moved away from the entrance door the defendant fled the store on foot with the backpack and concealed merchandise. The complainant advised that a Port Richey Police Officer (D. Howard) pulled up in front of the business and he observed the defendant flee on foot ignoring Officer Howards commends to stop. The complainant advised that the defendant dropped the backpack and the stolen merchandise was recovered. Total amount of merchandise recovered $59.80. I requested the complainant to complete a voluntary statement form which he complied.

I reviewed the business security video at which time I had a clear view of the defendant removing a backpack which was concealed in his pants waist area and begin to conceal merchandise into it. I observed the complainant
