The Pharaoh inflicted harsh punishment upon the Hebrew due to the fact he saw this as a threat and challenge to his leadership. The Hebrews calls on Pharaoh for mercy and acknowledge that they are his. They blame Moses and his brother for the brutal treatment they received. Moses accepts the responsibility for his action and questions God about the poor conditions the Hebrews face because of Pharaoh’s wrath. He is assured by God that the promise that was made to deliver the Hebrews from Egypt will come to pass. Pharaoh refuses to adhere to Moses God.
