The Pharaoh inflicted harsh punishment upon the Hebrew due to the fact he saw this as a threat and challenge to his leadership. The Hebrews calls on Pharaoh for mercy and acknowledge that they are his. They blame Moses and his brother for the brutal treatment they received.
