These HAC require high cost which ultimately affects payment agencies. The USA Medicare designated more than 1000 categories for HAC under ICD-9-CM diagnosis and according to July 31, 2008, the IPPS (Inpatient Prospective Payment System) Fiscal Year 2009 Final Rule, Center of Medicare and Medicaid Services (CMS) included 10 categories of conditions for the HAC payment provision. These payment implications began on October 1, 2008 for the HAC.
Never Event
The CMS has issued the State Medicaid Director Letter for the guidance related to the coordination of State Medicaid Payment Policies along with policies that are recently adopted by the Medicare. This is required when healthcare providers claim for the selected HACs and this includes some conditions of the NQF list of the Serious Reportable Events. These events are called “Never Events”.
The NQF has identified 28 Never Events as they are serious errors during the medical care and are of concern to the public as well as health care providers. Additionally these never events are clearly identifiable, measurable and should be able to be proved as they significantly occurred as a result of the policies and procedures of the health care organization.
