This chapter focuses on how the career of Perkins changed after the contract was signed. The staff grew at larger rate and made Perkins able to hire Russian economist from MIT. The economist had developed a statistical approach to “approve lending of huge amount to countries which are not able to pay it back”. The deal had an excellent effect on Perkins career as by 1977, Perkins had twenty people under him and was the youngest partner in the firm. He was named manager of Economics and Regional Planning and was lecturing at universities and solicited for news articles. The relationship between Torijos and Perkins started growing. Perkins was backed up b y his boss Bruno to publish an article in The Boston Globe which explained three main reasons for transferring canal to Panama.
