The government main focus was rebuilding the nation’s agriculture production, the focus was to expand the nonfarm sector to absorb surplus unproductive labour as it exists from the agricultural sector, which would generate higher income in households (Bank, 2014, pp.62). The Ministry of Agriculture Resources and Rural Development implement agricultural policy in 2010 to combat the extremely poor state. The plan consists of four main objectives, that call for the ministry to enable better governance, raise agriculture productivity to improve food security and increase revenue, increase exports, and promote ecological agriculture to reserve natural resources (Bank, 2014). These strategies have proven little success in alleviating the poverty in Haiti, because it does not consider the living condition of those in urban settings. To back this up research shows that workers in Haiti, are mostly employed in agriculture and the rest work in the informal sector (Bank,2014). This is problematic because people who are living in urban areas may not have access to employment because of the limited positions in the agriculture
