This is why I can't take anything seriously here, it's mostly reading between the lines.
I stand by Luna because the memes are simply too good to pass up and the ideas that can externally be associated with her are good stuff.
As a framework for a character she's better as well, perfect for adding to, you have everything you need in a neat blue package for -say- writing a well-rounded character right off the bat.
If I was a writer for a show for little girls I wouldn't want to deal with extending the character either for fear of butchering it in the process of refining for the TA.
Can't for the life of me extend or characterize Celestia, I've tried. Mostly just have to stick to the motherly trope etc. while relying heavily on creating new flaws, but I'm still often worried of them seeming flat, left-field or abit stereotypical and poorly portrayed in a suitably showy not telly way.
I see it in alot of others works and it shows, usually in those same works they'll do something well with Luna, maybe
