Throughout history, minority groups have faced persecution and mass murder. Correspondingly, Raphael Lemkin dedicated his life to making the international community recognize and address this crime, which he later coined as genocide. The problem with genocide was that it was an unpunishable crime without international law, which at the time didn't exist. For example, the Turkish leader, Talaat, mass murdered Armenians within his own country. This event was suppressed and let off the hook because it was the government that committed this crime.
