If I was in charge of the Reeves County Emergency Operations Center in this scenario, I would have activated ESF #4, ESF# 6, and ESF# 9. ESF #4 involves firefighting which is beneficial to the community in that they could help with handling any fires that may break out due to fallen power lines, gas leaks, etc. They could help first responders care for those 121 individuals injured during the Saragosa tornado. ESF #9 involves search and rescue mission which is beneficial to the community to locate lost residences. It is also good because they will be able to keep track of the number of damaged homes on the ground as well as collected data from the sky on the condition of particular areas. ESF #6 involves mass care, emergency assistance, housing and human services which is important after the tornado to help families effected get back on their feet. For example, it would provide the residence with temporary housing as well as help deal with the damaged to property.
