Prior to his promotion, the supervisor previously held a front-line position in a unit that was not well known for its highly effective teams. He demonstrates a hesitancy or fear to move away from a functional role and into higher-levels in his thinking and decision making. While it is apparent that he demonstrates individual consideration for the staff, it is also clear that he lacks an ability to inspire the staff when they lack motivation or the fortitude to continue doing that which is truly a labor of love and not one a fiscal reward.
