This case involved Ruben Silva Jr. being a danger to himself. Silva was transported to the Huntington Memorial Hospital Emergency Room (HMH) where he was placed on a WIC 5150 hold.
INVESTIGATION:
On 02-22-18 at approximately 1906 hours, Officer Newlen #6113 and I responded to the above location regarding a male Hispanic on the Colorado Bridge that wanted to commit suicide. It should be noted that individuals come to the Colorado Bridge in order to commit suicide. Reporting Party Bellikka Silva, who is a friend of Ruben Silva Jr., reportedly to her that he was at the bridge and wanted to commit suicide. Silva apparently told Bellikka, “If you’re going to do something, do it fast.”
Upon my arrival, I located Silva seating in his parked silver Mercedes C230, California license plate #4LMR073. The vehicle was parked on Grand Avenue north of Green Street, which is located near the Colorado Bridge. I contacted Silva, who was on his cellular telephone and was crying. Silva stated that he was currently taking medication for the above mental disorders. Silva was recently told by his fiancé that she recently had an abortion of his child. Silva became extremely depressed about losing his child.
I asked Silva if he was currently feeling depressed and if he wanted to commit suicide. Silva admitted to being depressed and came to the Colorado Bridge to clear his mind. Silva has reportedly attempted to commit suicide approximately one year ago due to his depression.
I looked inside of Silva’s vehicle and saw personal items and pictures. I took a photo of the items (see attached photo). Silva requested that we release his vehicle to his cousin. Officer Newlen waited at the above location with Silva’s
