I think only the high priest allowed to perform this sacrifice and not any of the lesser priests because this was the most holy. A place considered pure and special place where God dwelled. This means that no ordinary priest could go in the and be in the midst of God. B.I think the priest sprinkled the blood 7 times because 7 is Gods number, and he was in the midst of God. Aslo God had instructed for the blood to be sprinkled 7 times in Leviticus when he gave instructions for the atonement. Throughout the bible, the number seven comes up many times for instance.
