The next step Satan did is to gather his followers, recover them from the confused situation and propose his plan of vengeance. Here we deduce the powerful and charismatic character of Satan which is also a quality that can be referred to Cromwell as well. So, Satan called his angels and reminds them of the battle that they lost:
“His utmost power with adverse power opposed
In dubious battle on the plains of heaven,
And shook his throne. What thought the field be lost?
All is not lost; the unconquerable will,
And study of revenge, immortal hate,
And courage never to submit or yield:
And what is else not to be overcome?”103-9
A very clear message that they were defeated but in fact they didn’t lose the most precious thing that they are fighting

They heard, and were abashed, and up they sprung”330-1
Consequently, all the laying angels in the burning lake answer Satan’s call and join him one after the other. After that, Satan stands high above his followers, always with his air of proud:
“Their dread commander: he above the rest
In shape and gesture proudly eminent
Stood like a tower; his form had not yet lost”589-91
Above all the angels, Satan prepares himself to speak and give his commands, unfortunately, he tries three times to speak but he can’t because his eyes are full of tears and he is blocked. Finally he masters his emotions and starts his speech: “Oh Myrias of immortal spirits, Oh powers
Matchless, but with the Almighty, and that strife
Was not inglorious, though the event was dire,”622-4

If we try to relate these events to Milton’s period, we notice a direct reference to the political support that Milton had towards Cromwell. When Satan made speeches to his defeated followers and tried to raise them and gain their support in order to lead a vengeance against God, this has a direct relation with Milton’s political pamphlets against the existing royal system of the time.

To summarise all of these tremendous events, Milton wrote a unique work as he wanted to do. It characterises the different aspects of life of that time as well as the different active characters that provoke changes in society. We felt a deep and strong sufferance as well as sadness in this poem which we can find in Milton’s life. He defended all his life the value of freedom and individualism, he was for the liberty of press and education; he considers that everyone is independent to make his own choices and decisions, whether good or bad, and shows his principles through Satan’s rebellion. He believes that the king made bad choices and that he shouldn’t decide alone about people’s concerns. He wanted to change several laws and said that it is better to break and change than to suffer
