The calculated use of unlawful violence or threat of unlawful violence to inculcate fear; intended to coerce or to intimidate governments or societies in the pursuit of goals that are generally political, religious, or ideological.

U.S. Department of State (DoS) Definition of Terrorism:

Section 2656f(d) of Title 22 of the United States Code defines certain key terms used in Section 2656f(a) as follows:
• the term “international terrorism” means terrorism involving citizens, or the territory of more than one country;
• the term “terrorism” means premeditated, politically motivated violence perpetrated against non-combatant targets by subnational groups or clandestine agents; and

2. What is the difference between terrorism and the act of war?
Terrorism and the act of war may both look alike on the surface but are different underneath. Typically, terrorists are non-state actors. An act of war is between two or more sovereign states as recognized in the international law. However, an act of war is serious violation of the international humanitarian law. Furthermore, there are war crimes that are designated as not serious, such as; the governmental entities and could have been enacted by the military officials.
