Shah Cyrus of Persia said,

Analysis:
This quote is basically saying that Cyrus is afraid of no Greek. He is referring to an agora or the Olympic Games and other events as a place where people come together to cheat each other, ”..where they could come together to cheat each other…”. Shah Cyrus is in a sense bad mouthing the agora and other Greek events. When Cyrus state's that “ ...tell one another lies under oath.” he means that the Greeks practice perjury.
