Unfortunately, there are times when, for the good of our country, the president has to carry out an activity in a foreign region or state, but do so in a secret manner so to conceal the U.S. from being involved and identified as the responsible party. Our president might need to engage in a covert foreign policy for several reasons and in a variety of circumstances. For example, he may need to use the role of secrecy to in order to evade any negative international publicity and even domestic publicity. Or this kind of conduct may be needed to avoid direct confrontations with other countries/regions where the U.S. is intervening.
