Without a complex understanding of science how can the world state stand to counteract any potential problems that may eventually plague them. An easy example to make is that of climate change. Science is able to predict climate change and tell us what we need to do to fix it. But if scientists weren't allowed to research whatever they felt was necessary at the time then we may only have found out about it when it was too late. Not letting scientists be scientists prevents them from predicting and counteracting potentially catastrophic events.
