After taking a look at the pop center website of the the Goldsteins finalist for problem-oriented policing projects I decided to focus on the Speed Enforcement Program from 1998 done by the Glendale Police Department, in Glendale, Arizona. They realized that there was an increase in the severity and number of traffic accidents that affected the safety of the community(Dobrotka, 1998). This is a very interesting and important problem that we face today especially in Portland where there are a ton of cars and a lot of vehicle traffic and it's important to keep the community safe. By further analyzing they found an even more distinct correlation between population, total miles of available roadway and signalized intersections(Dobrotka, 1998). They realized that there were many factors that influenced traffic and not all of them could be controlled or impacted using traditional enforcement techniques. Through the programs that they enforced the examined the specific factors that contributed to the program's success. Through all the variables they found that speed limit enforcement reduced collisions and improved the traffic conditions. Overall they found that the best way to impact long term driving behavior was that a systems approach would have to be explored involving the incorporation of non-public safety organizations(Dobrotka, 1998). Using the crime triangle the victims of this problem is the citizen and residents within the community that are either involved in traffic incidents or bystanders that are affected by congestions and difficulty to get from one place to another. The offenders to this problem are the people that break the law, speeders and inattentive drivers that don’t pay attention to signs and regulations that cause these traffic incidents. Also drunk and impaired drivers that use drugs that can cause collisions and accidents that affected other drivers in the community. This new implementation started on May 2, 1997, and through strict enforcement in changed the behavior of driver that were caught and they vowed to never to anything like that again. Also using the media to broadcast their campaign on a massive scale through newspaper, radio and television, traffic started to slow down. This was a collaborative effort of the many city departments such as the police department, city court, traffic engineering and the marketing department. The marketing department provided public information campaigns, traffic engineering provided improves signage and roadway modifications, the police department dedicated traffic resources, long term documentation and laser speed detection devices, and the city court improved fine schedule modifications(Dobrotka, 1998).
