The purpose of this paper is to apply the contextual lens of the ethics based leadership approach to the city of St Cloud Minnesota. The paper is based on a brief exploration of St Cloud city government quarters. First, this paper will provide an overview of ethics based leadership approach. Second, it will give a brief overview of the city of St Cloud. Third, this paper will apply the lens of ethics based leadership theory to the city of St Cloud. Specifically, three elements of the ethical based leadership approach will be discussed. These elements are; the basic integrity model of the virtuous leader, the ethical leader as a moral manager and the ethical leader as authentic. This particular element stipulates that ethical leaders and an ethical leadership process ensures that the rules, regulations and customs are expressly stated. The moral manager perspective emphasizes the external role of authorized values (Wart, 2015). The city of St Cloud leadership team does this through a number of ways. This perspective argues that authentic leaders are people who have self-awareness in regards to their values, cognitions and emotions. Such individuals are credible, fair, accountable for their actions, trustworthy and have respect others (Wart, 2015). Authentic leaders are self-regulating in regards to their emotional intelligence and self-improvement goals. They manage their ego drives and defensiveness well and the self-awareness and self-acceptance increases their transparency in communicating their values, goals, motives among other things (Wart, 2015). In the end, these leaders build a positive psychological capital with followers (public). This perspective pays close attention to mutual definition of moral norms. Emphasis is put on leaders taking charge of their emotional health so that they can in the process also enhance the moral awareness and emotional health of others (Wart, 2015). The city of St Cloud conducts ethics trainings for its employees from top down. There is pertinent examples in which distinguished leaders take charge of mentoring new staff members so that they can be emulated (staehling, 2015).
