Two years after the battle in New York, Steve Rodgers appears in Washington Dc, working for an agency called S.H.I.E.L.D., directed by Nicolas Fury. Rodgers working with agent Romanoff, is sent to free hostages aboard a S.H.I.E.L.D. vessel. During the mission, Rodgers learns that his teammate agent Romanoff has another agenda. Romanoff was sent to recieve data from the ships computers, thus putting herself and Rodgers in even more danger. Returning to headquarters, Rodgers learns that S.H.I.E.L.D. as been working on helicarriers in secret. Helicarriers are massive ships with thousands of guns, which are linked to satellites, to take out any threat to the future of the US. Because of this secret, director Nicolas Fury had been murdered. Rodgers later finds out, that Bucky had been captured and experimented on in WW2, thus creating the Winter Soldier. Stunned by the sight of his old friend, Rodgers and the team become surrounded by the S.H.I.E.L.D. strike team. They are then, handcuffed and loaded onto a truck. During the drive, one of the men ordered to keep an eye on the team, starts to fight the other look out. Turns out, Fury’s right hand, agent Hill manages to free the team and take them to a safe house. There they find out Fury had faked his death, and is awaiting plans to sabotage Hydras plan with the helicarriers by replacing their microchips. The World Security Council arrives for the launch of the helicarriers, when Rodgers outs Hydra’s plan to everyone in the building. Agent Romanoff is disguised as one of the Council members, and takes down Pierce. It is then, Fury reveals that he is still alive, and he then forces Pierce to disarm S.H.I.E.L.D’s database so that they can leak all the classified information, to expose Hydra’s
