Since the logos in the first section created an emotional feeling, which was anger towards the policies and laws regarding child labor and child work conditions, the second section of her speech is Kelley's perfect opportunity to capitalize on the emotional feeling she has created from logos in the first section. Starting the second section, she repeatedly asks questions that make her audience question how the policies and conditions of child labor are morally right. These questions rally the mothers of the audience to fight for equality amongst women and men, therefore these child labor laws can be better. She makes it a point that because women are not considered equal, and that they can not vote to change how laws for child labor are set
