In the article, “Seeing Ghosts: Parsing China’s 'Ghost City’ Controversy,” Woodworth explains the main reasons behind the ghost city controversy in China. While a relatively new concept, the idea of a ghost city began when Al-Jazeera and Time covered the story of Kangbashi, China. The term ghost city is defined as, “the rapid pace of construction, driven by speculative investment amid a massive regional mining boom, led to extremely low residential density in the new town and produced jarring landscapes composed of huge new city spaces seemingly devoid of people” (Woodworth, 1272). The factors that lead to the creation of a ghost city are: a rapid growth in property production, land use approaches, and an increase of new-town projects.
