Navarra aimed to coerce General Giap into open battle against the French. To do this, General Navarra strengthened the French army at Dien Bien Phu, a town located on the main supply route between Vietnam and Laos. General Navarra erroneously believed his troops would successfully defend their base and weaken the Viet Minh. General Vo Nguyen Giap believed an attack at Dien Bien Phu saw a major defeat for the French in Indochina. General Navarra did not take into account the Viet Minh determination and resourcefulness of the Viet Minh. General Vo Nguyen Giap made as many as 20000 peasants to move on foot, bicycle or with carts moving supplies through the jungle from the Viet Minh base 120 kilometres away. In January of 1954, Forty thousand Viet Minh troops and two-hundred guns were positioned in the mountains that surrounded the Valley of Dien Bien Phu and the fifteen-thousand French troops stationed there. In mid-March 1954, the Viet Minh began their artillery fire on the French below, causing serious damage to the airstrip that provided the connection with the French supply base at Hanoi. On the 1st of May 1954, the Viet Minh launched a massive attack on all areas that was still under French control.
