The conservative ideology promotes following the authority without asking too many questions. The people in power, mainly the government, does not want their citizens to question their decisions, they want the population to follow them, it does make their job easier if there is a lack of rebellion. Without the general population questioning the authority, it gives total power to the government and protects them from any uplifting. As a matter of fact, in Superman Earth One volume two, it appears to be supporting this idea of stability and being passive citizens, but then there is a change of what it promotes.
