Systems Theory is the relationship of the organization as a whole, but identifies the individual segments that make the whole (Bethel, 2015). Ultimately, systems theory illustrates how one segment of the whole affects and is affected by other segments (Nassar, 2007). Similarly, Rutherford County Government is the whole, but functions because of the individual departments.
Currently, Rutherford County has a variety of departments to ensure the county is financially and functionally sound for the citizens to receive the required benefits and services defined by law. Additionally, the county has departments, not required by law, but their addition enhances the quality of life of the citizens. Each department is under the direct oversight
