He allowed areas to be surveyed that were believed to be less contaminated, and reported those findings as findings associated with areas that had not been assessed.
d. 10 CFR 20.1003: Mr. Hubbard instructed his staff to survey areas that he believed to be less contaminated instead of having those individuals survey the appropriate areas. He violated this particular code because his negligence poses a risk to the public because of the inaccurate information reported in relation to radiation levels present in particular areas.
e. 10 CFR 20.1402: Mr. Hubbard’s distortion of information of inaccurate survey areas caused the licensee to deem areas acceptable to public use when those areas possibly should have been classified as restricted because of the levels not being acceptable or appropriate for public exposure.
