This cover is essentially mocking our congress. Through the depiction of our senators and our representatives as clowns, or jokers, the author is trying to make a connection between the negative attributes of our “do nothing” congress, and the attributes of well known characters. The snake charmer symbolizes Congress’s tendency to toy with the American people. The Mr. Monopoly symbolizes Congress’s power of the purse, and their ability to manipulate the other branches of government because of this power. The man in the top left corner with the word “No” in his hat, symbolizes Congress’s tendency to veto bills that do not match their own political agendas.
