The Summerian people were ran under a theocratic system of government that they developed. Their government was “under the will of the gods” and “The king exercised power only as the gods would decree and ruled to fulfill the will of the gods”. Meaning that the Summerian people’s government was focused on following the god’s rulings and only doing things that the gods ordered. The king was to following strict orders from the gods. The Summerian people saw themselves as the workers of the god’s land.
