In order to accomplish this goal, he argued that the top performing students should cycle through the system to be the country’s future leaders. Jefferson stressed that this could be done first by providing universal access to primary school. After assessment, the top ten percent of students should be directed towards secondary school and then higher education. This idea further perpetuated his hopes of schools being viewed as “agencies of identifying, selecting, and preparing the most talented persons for leadership positions” (Gutek 2015). His methodology would drive his outlook to provide the country with the most qualified persons at the forefront of decision making.
