In Fahrenheit 451 by Ray Bradbury the Tower of Babel allusion comes from the book of Genesis in the Bible. In the Bible, years after the Great Flood the united human race (who all spoke the same language) migrated eastward to the land of Shinar. They decided to build a city, along with a tower that would be so tall that it could reach Heaven. When God saw the city and tower he changed all of their languages and distributed them all throughout the world.
