Universal healthcare is a big issue in today’s society. People can't get the care they need due to financial struggles or not having sustainable health insurance. This issue resurfaced due to Covid-19. During this time, thousands and thousands of people were losing access to facilities. This started a sense of importance to have universal healthcare, because the current system does not cover the vulnerable groups of people.

During his presidency, the American Association of Labor Legislation (AALL) led a campaign for health insurance. They were a progressive group that wanted to reform capitalism. During 1912 they created social welfare, the committee went on to have their first national conference which made them drive even harder for universal health insurance, this was called the AALL Bill of 1915. Later on during the 1920s employer-sponsored health insurance was very popular after World War 1. This imposed wage controls and had many benefits towards the idea such as tax-exempt, health insurance,etc. Johnson's plan for the “Great Society” also played a part in the act for universal healthcare. In 1965, Medicare and Medicaid were enforced through Social Security. This motivated the legislature to reform the healthcare system, which they did in 1972; they created and named what is now the universal public coverage system.
