From 1879 to 1906 over 100 food and drug bills were put before congress but none of them passed. In 1906 a book by Upton Sinclair called The Jungle exposed the dangers involved in the meat packing industry. This helped drive public opinion to support a new law passed by congress – Pure Food and Drugs Act. This act prohibited the interstate transport of unlawful (adulterated or misbranded) food and drugs. It also had rules about product labelling, such as labels on packaging could not be false or misleading. There was no requirement to disclose ingredients, 11 ‘dangerous’ ingredients could be used, but these had to be listed on the label, for example alcohol, heroin, or cocaine.
