(Roman year 728) engineers measured, designed, and drawn a master plan for Verbonia.The master plan started out with allowing freedom for people to determine what the buildings should be like for themselves.In the text, it says"The master plan allowed much freedom for the residents to determine the appearance and character of the city through the buildings they would construct for themselves".The plan was to spread out for everyone to see in a land office in Rome.The land was given to the first settlers in Verbonia but they had to pay for the buildings of the house.
