I warned the W/M he was going to be placed on the ground if he did not stop. The W/M stopped running and I drew my agency issued firearm from my holster, pointed it at him and gave him directions to lie on the ground and stick his arms out in front of him. The W/M made the unprovoked statement, “all I took was a bar of soap, I am sorry”. He complied and was secured in handcuffs with the assistance of arriving Officer D. The baggie containing the white crystal substance had a total approximate weight of 12.3 grams. The white crystal substance was field tested for methamphetamine with a positive result. Michael advised he intended to sell the methamphetamine to make money to survive.
