The Walterdale Bridge project was initiated to replace the original 104 year old, 105st Bridge (Walterdale Bridge) which was coming to the end of its service life. The City of Edmonton hired general contractor Acciona – Pacer Joint Venture to build the Walterdale Bridge, which was to be completed in 2015, two years after it originally commenced. Due to constraints unaccounted for by Acciona – Pacer Joint Venture (APJV), and the department for roads design and construction, they were unable to meet stakeholder expectations and bridge completion was deferred twice, which extended completion by two years. The focus of this paper will be to identify the root cause of the said project failure as well as offer recommendations in hind sight which would have minimized project disruption and cost.

The City of Edmonton cited that the Walterdale Bridge is that most complex bridge that has been built in the city and that additional challenges led to delays (Mertz, 2017). Delays began when the numerous steel beams and arches required as part of the bridge construction arrived on site 16 months after expected from Daewoo steel company in South Korea (Simons, 2016). Simons goes on to report that additional delays were met when sheer complexity and one-of-a-kind nature of the bridge deck construction were faced by crews who had to suspend work due to inclimate weather in order to prevent jeopardizing quality (2016).
