Hitler was not solely responsible for the Holocaust. There were many people, such as guards, doctors, and bystanding citizens, that watched the whole thing happen. These guards carried out the orders of Hitler. Instead of refusing and facing the consequences, they complied. Doctors did the same thing, but were able to gain the trust of the prisoners. This trust was used against them to debilitate them even more. Bystanders watched the whole thing happen. They also were able to add to the chaos by finding amusement in throwing bread to the prisoners, treating them like birds.
