Causes and Effects of Welfare Abuse In NC The intention of Welfare programs is to benefit low income Americans, especially the children. Yet, the evidence indicated that children and parents are harmed rather than help by being on welfare. “In 2013, $539,233,668 was spent in North Carolina on TANF assistance.” (NC Children 2015) North Carolina is ranked 7th behind California, Florida, New York, Texas, Pennsylvania, and Ohio on the chart for Welfare Government spending in 2015 (State Welfare 2015). Being that all of these states have a much higher population than North Carolina, this is an issue. Welfare was created to help people get back on their feet in 1935 after the Great Depression, which in 1950, psychiatrists began to diagnose dependence as a actual disorder. Ironically, instead of the poverty and crime rate getting lower, it’s getting higher. Rights-based welfare is responsible for creating sole parenthood, youth homelessness,the drug problem, begging, juvenile crime, and even youth suicide. With the signing of the Personal Responsibility and Work Opportunity Act, the federal government implemented a "work-first" policy that imposed strict time limitations and work requirements for parents receiving aid. Even though the "work-first" legislation was claimed by federal policy-makers as being the answer to welfare dependency, this legislation has, in fact, become an obstacle to financial independence. Under the new laws of the welfare reforms, the able bodied workers should work within the two years of receiving benefits. Some of the good things out of this plan is that by the year 2005, only 14% of jobs will be filled by the recipients. However, 46% of aid recipients had not completed high school or earned a General Equivalency Diploma. The ability to absorb more welfare recipients is limited by the high- technology chemical, agricultural, fiber and pharmaceutical development and manufacturing. These workers would have limited skills. Realizing that many of the children growing up in families who have no drive or sense of independence and believe they can make do without a job or education, living off of other people’s hard-earned money, is determining to the state and the
