The family is rich and greedy and they expect good from the paw, but it is the opposite of that. Sergeant Major Morris is to blame for everything that happened because he knew what was wrong with it and still went ahead and gave them the pay. A great deal of people would say that Herbert would be to blame for everything because he's the one who said that Mr. White should wish on the paw, but Major Morris is to blame because he never gave the family information on what it could do.
