Originally Black Chamber was created to spy on other nations communications. By 1952 President Truman established the NSA or National Security Agency. After the tragic events of 9/11 the need for government surveillance sparked and the Patriot Act was passed by Congress. The Act allowed federal officials greater authority in tracking and intercepting communications, both for purposes of law enforcement and foreign intelligence gathering, as olcu.org summarizes.
