Smoking inside any public building is illegal, so there is no reason nor excuse for it to be allowed at a workplace. The same rules/laws should be applied every where, including all commercial/work vehicles. Smoking is a disgusting habit, with only negative effects and outcome for the smoker. So there should be no reason as to why they suffer health issues at the hands of someone's passive smoke.
