The Three-Fifths Compromise was first proposed by James Wilson and Roger Sherman, both of whom were delegates for the 1787 constitutional convention. The Compromise stated that states would be taxed by population rather than land value. A major issue arose between the north and south. The south, where slavery was prominent and for the most part supported, wanted the slaves to be counted in their numbers, The north however, obviously opposed to slavery, didn’t want the slaves to be counted in the numbers.
