These new regions or states within the country would be mapped in close proximity to the local governments that had previously existed. However, they will have equal population spread amongst them. By doing this, the new local governments within the regions will not be radically different than what preceded them. If they were, it is more likely that Wilsonians would be discouraged to participate in the new government and might establish a drift towards the old ways (Shively 176-178). However, in order to ensure equal representation in these new regions they will have a parliamentary system. Elections will be conducted by the partial representation method to ensure that all of the new minorities that are being created by the mass immigration will be allowed a voice in the government. There shall be a President and a Prime Minister to achieve this aim. The President shall be elected directly by the people and shall serve as the figurehead of the country. In contrast, the prime minister will run the national government’s day to day affairs and will be selected by the ruling party or coalition. The President will require parliamentary consent to conduct certain actions and vice versa to provide a check on both institutions power while also providing them the autonomy they will need to quickly make decisions.
